Is this commonplace for my body? (Women with the sole purpose...)?

I'm 14 years old very soon, and I still wear bras from the kids section (a size 36 or 38). I want to wear "women" bras, but i'm not sure if at hand is a size I can fit into. I am 5 feet 8 inches and wear a size 3 for my pant (in teen sizes). Why are my boobs so small, and how can I make them grow?
PS: I am not looking for refusal comments, so keep those to yourself. I am merely asking for medical warning. Thank you, :) they will catch up within time. be patient. i thought i would never find there, but i am a 36c in a minute. anyway, go to walmart and look at playtex, i regard as it it, and they have "nearly a", "nearly b", etc. they are for the ones of us that arent fairly the next cup size and they hold some really pretty ones and they are like 9 or 10 bucks respectively. hope this helps.
right immediately, you seem completely skinny for your age and size. gain some more weight and you'll see. (: breasts are made out of butter glands, so fat would possibly run where you want it to run. (:
